Open spaces from 1 hectare in size (not EEG-funded)
- Grassland or arable land, also as agri-photovoltaics (combination of agricultural and solar use)
- Low-yield farmland
- Areas for special crops

Open spaces from 1 hectare in size (EEG subsidized)
- Traffic areas
- Areas in special areas
- Areas in commercial and industrial zones
- Sealed surfaces (e.g. parking lots) or embankments
- Areas located within the 200m corridor of highways and railroad lines

Areas in priority areas
These include:
Areas that are primarily designated for the use of wind energy in accordance with Section 7 (4) sentence 1 of the Spatial Planning Act and Section 11 (7) of the State Planning Act are defined in spatial planning in such a way that other competing types of use are excluded.

Calamity areas
For example:
- Areas in which an economic threshold has been exceeded due to biotic pests such as the bark beetle or abiotic events such as storms or forest fires are identified.
- This excludes protected areas
